unfortunately wifi is disabled as well until you create a profile on the phone. You have to connect to your service provider's data network to create your profile

You can get an O2 Prepay sim to create the Palm account, and a Rebel Sim Card to use on some other UK Sim cards.

I am using a Palm Pre (UK version locked to O2) on a T-Mobile sim card, working fine for voice, 3G, SMS, MMS and app catalogue.

There is a video on my blog about Palm Pre unlocked.

Loving the Pre!

Paul et al. I was given a Palm Pre for O2 UK as a gift and sadly a prepay O2 SIM card DOES NOT WORK. Well it didn't for me because the APN setting is hidden away, and was set for contract (idata.o2.co.uk) not PAYG (payandgo.o2.co.uk) so I was forced to find a friend with an O2 SIM on contract to do the initial profile creation.

I can now use the phone with my iPhone PAYG SIM card, but can't do any data on it still, but have moved all my data and calendar using Google Sync via WiFi. So I'm interested in purchasing Rebel SIM, but curious to know how you've bypassed the APN settings to allow your T-Mobile SIM to access web. As my preferred network is Orange. So am I to assume that if I insert Rebel SIM it will automatically change the data connection from O2 to Orange APN.

Thanks

The Pre contains a database of all (most?) carrier settings. I did not need to change/configure anything, although I am unable to get MMS to send. I have pulled the carrier settings db out and am planning to confirm the settings with T-Mobile and will re-mount the DB and report back to see if it has worked.

Palm have announced an update to WebOS to allow manual amendments to APN settings through the phone directly. Maybe in 1.3.1 later this month?
